Description:

The Engineering Manager – PSM leads the PSM Engineering team responsible for implementing and maintaining OSHA PSM and EPA RMP programs across industrial refrigeration facilities. This role ensures that projects are scheduled and completed efficiently, department profitability is maintained through labor control, and that quality standards are consistently met. In addition, the Engineering Manager oversees the company’s internal refrigeration training school, fostering technical excellence and student satisfaction. This position plays a key role in advancing safe operations and process reliability company-wide.

 

Key Duties:

  • Manage and mentor a team of PSM Engineers and instructors, setting performance expectations, conducting reviews, and supporting professional development.
  • Ensure consistent and high-quality execution of PSM and RMP programs across all client sites.
  • Oversee project planning and scheduling to ensure timely completion of work and effective utilization of engineering labor.
  • Monitor project margins and implement labor controls to maintain department profitability.
  • Lead the development and continuous improvement of PSM tools, systems, and documentation methods to enhance compliance and efficiency.
  • Coordinate and oversee the company’s refrigeration training school, including instructor performance, curriculum development, and student satisfaction.
  • Ensure robust internal auditing systems are maintained and that PHA, incident investigation, and corrective actions are properly documented and followed through.
  • Collaborate cross-functionally with other engineering, service, construction, and safety departments to align PSM efforts with overall company goals.
  • Provide technical oversight and high-level problem solving for PSM-related challenges at customer sites.
  • Track and report departmental KPIs including compliance rates, training milestones, and project financials.
  • Drive a culture of continuous improvement, safety, and technical excellence within the PSM department.

 

Requirements:

  • Bachelor’s degree in Engineering, preferably Mechanical or Chemical.
  • 5+ years of experience in process safety management within a regulated industrial environment, with at least 2 years in a leadership role.
  • Proven experience with OSHA PSM, EPA RMP, and ammonia refrigeration compliance.
  • Strong understanding of Process Hazard Analysis (PHA) methods and implementation.
  • Demonstrated ability to manage project schedules, labor budgets, and team productivity.
  • Effective leadership and communication skills with the ability to manage a dispersed team and lead cross-functional collaboration.
  • Strong organizational and documentation skills, including regulatory reporting and audit readiness.
  • Ability to travel as needed to support onsite audits, client needs, and training activities.

 

Preferences:

  • RETA certification or teaching experience in ammonia refrigeration.
  • Experience managing internal training or technical instruction programs.
  • Prior experience conducting audits or compliance programs for multiple industrial sites.
  • Familiarity with industrial refrigeration design, operation, and safety systems.
  • Professional Engineering License (PE) or progress toward certification.
